Free Online PDF Tools
12 browser-based PDF utilities — merge, split, compress, protect, extract, reorder, number, watermark, and convert while your files stay on your device.
PDFs are where sensitive documents live — contracts, invoices, IDs, medical records — which makes "upload your file to our server" a strange default for PDF websites. These free online PDF tools work differently: every page is processed locally in your browser, and your documents are never uploaded anywhere.
The PDF Merger combines multiple PDFs into a single file, with drag-to-reorder control over the sequence — ideal for assembling reports, stitching scanned pages together, or packaging supporting documents into one attachment. Going the other direction, the PDF Splitter extracts any page range into a new file, so you can pull one chapter from a manual or share a single page of a long contract.
The Images to PDF converter turns JPG and PNG files into a clean multi-page PDF, with full control over page order — the quickest way to turn photos of receipts, whiteboards, or paperwork into a shareable document. The PDF to JPG Converter goes the other way, rendering any page to a JPG, PNG, or WebP image at up to 300 DPI — for dropping a page into a slide deck, attaching a scan to a form that will not accept PDFs, or pulling a diagram out at print resolution. Three page-level editors finish the set: Delete & Reorder Pages rearranges or removes pages in a single pass with thumbnails showing the final order, Add Page Numbers applies numbering with custom formats and a skippable cover page, and PDF Watermark stamps every page with adjustable opacity, angle, and optional tiling. All three place content correctly on rotated pages, which most tools get wrong. And the PDF Rotator fixes sideways or upside-down scans by rotating every page, or just the ones you select, by 90, 180, or 270 degrees.
Compress PDF offers two honest modes rather than one silent shortcut: lossless rewriting that leaves text selectable, or rasterising that shrinks scans dramatically — with a warning first if the document actually contains text to lose. Extract Text pulls out the text layer and says plainly when a PDF is a scan with nothing to extract. Unlock PDF removes a password you already know, and Protect PDF adds AES-256 encryption with per-action printing, editing, and copying controls — both running as WebAssembly in your browser rather than uploading an encrypted document and its password to somebody else's server.
Each tool is completely free, works without an account, and finishes in seconds. Because processing is local, even confidential files are safe to handle here.
